Montenegro Advances Closer to EU Membership with Treaty Drafting

(MENAFN) European Union countries have agreed to move forward with preparing Montenegro’s accession treaty, according to statements made on Wednesday by the bloc’s enlargement commissioner.

"Today, Member States decided to start drafting Montenegro’s EU Accession Treaty," Kos said on US social media company X.

She indicated that Montenegro’s integration into the union is increasingly becoming a reality, calling the development "a major step on the path to EU membership."

Kos further explained that this decision reflects acknowledgment of the country’s ongoing advancements while also motivating authorities to push reforms more quickly. She emphasized that the process provides an opportunity to apply insights gained from earlier rounds of EU expansion and to introduce stronger mechanisms in future agreements to avoid regression.

Meanwhile, EU Council President Antonio Costa praised the move, describing it as “a big step” toward Montenegro’s accession.

“Congratulations to Montenegro – today we took a big step towards your accession to the European Union,” Costa said on X.

He noted that forming a dedicated group to work on the accession treaty is “a key milestone,” highlighting its importance within the broader enlargement framework.

“For the first time since 2013, the EU starts the clock for the next enlargement,” he said.

Preparing an accession treaty represents a crucial phase in the EU enlargement procedure, as it outlines the legal and institutional arrangements required for a country to join the bloc.

Montenegro initially submitted its application to join the EU in 2008 and received official candidate status in mid-2010. Formal membership talks began on June 29, 2012.
