EU Launches Montenegro Accession Treaty Draft
Commissioner for Enlargement Marta Kos announced Wednesday that EU member states had collectively greenlit the process, describing the development as a pivotal stride toward eventual membership.
"Montenegro's place inside the EU is now taking shape. Today, Member States decided to start drafting Montenegro's EU Accession Treaty. This is a major step on the path to EU membership, a clear recognition of Montenegro's progress, and an encouragement to accelerate reforms," Kos wrote on X.
The commissioner also used the moment to advocate for stronger institutional safeguards, adding: "It also offers a chance to draw lessons from past enlargements and include new and stronger safeguards in future accession treaties to prevent backsliding on the rule of law and fundamental values."
Montenegro stands as the most advanced candidate among Western Balkan nations vying for EU membership, having submitted its application in 2008, formally opened accession negotiations in 2012, and since completed all negotiating chapters — a feat no other regional candidate has achieved.
The launch of treaty drafting signals that Brussels views Podgorica as ready to cross the threshold from candidate to full member, provided reform commitments are sustained through the final stages of the accession process.
